Westwood Estates is a single-family residential subdivision located on the northwest corner of Salt Road (County Road 6) and Schlegel Road (County Road 3) in the Town of Webster. The site was 2 parcels with a combined total of 85 acres that was formerly the west course of the Webster Golf Club. The site is primarily surrounded by existing residential homes and an elementary school creating an additional level of neighborhood sensitivity. A conventional subdivision layout was created to establish development density at 106 lots. The approvals then progressed as a Town Law 278 Cluster Subdivision with reductions in lot size, impacted area and infrastructure. With the clustering approval, 33.5 acres of land was protected by dedicated open space, helping to protect the sensitive environmental areas including the 2 creeks and existing large pond on the site.
Design and approvals required coordination with the Monroe County Department of Transportation for access, as well as traffic requirements and impacts. Three street entry locations were approved: two connecting Salt Road, one to Schlegel Road, as well as 8 proposed lots (of the 106) fronting directly on these roads.
To provide the required emergency access within the subdivision, a creek crossing was needed. Due to elevation limitations, the design needed to allow utilities to cross over top of the culvert, while also complying with Town and USACE requirements for Section 3. Hydraulic calculations were performed to show the 1% storm passing through an embedded culvert without raising upstream water elevations during the event and keeping necessary freeboard clearance to the new home elevations.
All utilities were located on or near the site, including a sanitary sewer connection allowing gravity connection for all new lots.
The final layout was designed in 3 sections including 5,100 lineal feet of dedicated roadway and preservation of the existing clubhouse building on one of the lots.
